i don't know anything about photo editing, but have you looked at picasa? it's free and has some features.

Or if you want to pay serious cash for the best - Photoshop mixed with either Aperture or Lightroom. But that is something you ask for for Christmas + birthday + Thanksgiving + Fourth of July + President's Day. It's not cheap.
